Section 2, subsection (c) of the Health and Safety at Work Act states as follows. "The provision of such information, instruction, training and supervision as is necessary to ensure, the health and safety at work all his employees".

Note that forklift trucks or any other equipment for that matter, are not mentioned. This was the first piece of legislation to insist that employees were trained on the equipment they have to use at work although nowadays newer legislation, such as the Provision and Use of Work Equipment Regulations and the Workplace Transport Regulations also insist that training is provided for users of work equipment. In addition, since 1989 there has been in existence an approved code of practice dealing with the training of forklift truck operators.
