Provision and use of work equipment regulations

The Provision and Use of Work equipment Regulations came into force in 1993 as part of a European directive which led to the so-called six pack regulations. It was modified in 1998. PUWER insists that all persons using work equipment are trained. It also insists that supervisors and managers are also trained, not necessarily to drive forklift trucks but at least to have sufficient knowledge of their operation and the dangers surrounding them so that they can supervise their use correctly. The latest Approved Code of Practice for forklift operator training also confirms the supervisor's role in forklift safety.

These regulations also led to the forklift seatbelt regulations which came into force in December 2002. From that date and including retrospectively, all counterbalanced forklift trucks have had to be fitted with seatbelts. It is also a requirement that forklift operators wear their seat belts but there are exceptions to this rule. One would be if the truck was fitted with a steel cab with doors which could not be removed or propped open and the other is when a risk assessment shows that the truck is highly unlikely to overturn.
