It's quite obvious that not everyone in a company needs training although I have come across this. As an example there might be an employee who is desk bound and who hardly ever lifts anything heavy. It might well be in order in this case to simply "show" the person how to perform a specific handling task such as removing/placing an object on top of a tall filing cabinet. It would clearly be a waste of money to send the person on a full scale training course. If in doubt a risk assessment should be performed.
